Collins has been chosen to be the new superintendent for
district 116 in Round Lake, Illinois.
Dr. Collins will leave Oak Park and her role here on June 30th, when school children are off for the summer break. She will start her new job as superintendent on July 1st of this year. Dr. Ben Martindale Chief Executive Officer of District 116 had last told us that the board had three names left and that it was on this past Monday that they made their choice for our and their new superintendent. Some in the Village believe that leaving just before the district may call for a 2011 referendum for more tax money for the schools is not the best timing. Dr. Collins came to Oak Park in July of 2005, but began looking for a new job a year or so ago and this last attempt at a new job succeeded. We wish her the best of luck in her new job, which is closer to Zion where she was employed before coming to Oak Park.

report by Ed Vincent Oak Park School Dist. 97 Superintendent Dr. Constance Collins has given her resumé to the Round Lake Area Schools District 116 School Board. Dr. Ben Martindale Chief Executive Officer of District 116 told us that there were some 70 or so applicants that applied for the job, the job that he is set to leave. Dr. Martindale said that our superintendent had made it into the final 10 people in consideration before the Board of Education. He added that the Board could make a choice in the next week. It does not appear that District 116 is facing a referendum for its schools, as is the case with Oak Park District 97. Round Lake Area Schools District 116 is far removed in terms of its demographics and educational goals from District 97. If offered the job Dr. Collins would be working for a District that is 67% Hispanic and with poor English skills and not in the upper middle class. Dr. Martindale told us that about 50% or more of the children coming into their kindergarten do not speak English, so it is an additional issue many of the children must face before graduation. "It is the goal of the schools to have everyone speaking English by the time they graduate," replied Dr. Martindale when asked a question about how well the kids did in learning English. The influx of large numbers of Hispanic residents began about ten years ago and most of the those residents travel to the larger cities to find work. Round Lake Area Schools District 116 has just completed the construction of two middle schools at the cost of tens of millions of dollars. Since they have a large investment in kids who do not speak English they have a large bilingual staff at the teacher level. They also had some 11 teachers suing the district over age discrimination issues. There are 7300 kids within the Round Lake Area Schools District 116 system, plenty of low income lunches for children, and missing State money for ESL programs. The State pays for English as Second Languages programs (ESL), but have been late in doing so. Round Lake Area Schools District 116 system is doing well in their efforts to educate the children in their community and also have a very transparent web presence that shows there State rankings, how much the staff is paid (not so with District 97), and financial reports. Illinois State Board of Education, average compensation for full-time Superintendents increased from $145,000 a year in 2007-2008 to $151,000 in the 2008-2009. Jobs for all typical employees in the Chicago area increased only 0.4 % in the identical time frame (often below since it is an average and not keeping up with the cost of living), based upon reports issued by the United States Bureau of Labor Statistics. If Oak Park School Dist. 97 Superintendent Dr. Constance Collins were offered the job at Round Lake Area Schools District 116 she would most likely start at or above $200,000.00 a year.
